Competition Rules

Official 8v8 tournament rules

The team representative must review these rules with every registered player before submitting the roster.

Team & eligibility

  • Matches are 8v8, including the goalkeeper, with a maximum 14-player roster.
  • Players must be of Nepalese descent, born on or before December 31, 1991, registered under their full legal name and limited to one team.
  • Every player must complete the separate player waiver and present an accepted government ID at each match for verification and an organizer-issued band.
  • Accepted ID includes a U.S. driver’s license, employment authorization document, permanent resident card or Nepalese passport.

Match duration

  • Group-stage and quarter-final matches: two 20-minute halves with a 5-minute halftime.
  • Semi-finals: two 30-minute halves with a 7-minute halftime. Final: two 30-minute halves with a 10-minute halftime.
  • A team needs at least five players to start, must be at the field 15 minutes before kickoff and forfeits 0–3 if not ready within 10 minutes after kickoff.
  • Knockout draws go directly to penalties; there is no extra time.

FIFA play & equipment

  • FIFA Laws apply unless these tournament rules state otherwise. Slide tackles are permitted when legal and safe under FIFA Laws.
  • Unlimited substitutions require the referee’s permission; players enter at midfield after the substituted player exits by the nearest boundary.
  • Teams are encouraged to bring primary and alternate kits.
  • Shin guards are required. Jewelry is prohibited, except medically required items secured as directed by the referee.

Discipline & conduct

  • A red card carries at least the next-match suspension; the organizer may impose additional discipline.
  • Fighting results in removal for the rest of the tournament and may disqualify the team.
  • Targeted fouls or abusive, degrading language result in an automatic red card plus two additional matches, with further discipline possible.
  • Smoking and alcohol are prohibited in the game area. Teams are responsible for players, staff and supporters.

Standings, penalties & protests

  • Group points are 3 for a win, 1 for a draw and 0 for a loss.
  • Ties are decided by points, head-to-head, goal difference, goals scored, fewest conceded, discipline, then a three-kicker shootout and sudden death. Head-to-head is omitted when comparing third-place teams across groups.
  • The top two teams in each group and the two best third-place teams reach the quarter-finals.
  • A protest costs $200 and must be filed by the captain, manager or coach within 15 minutes. Organizer decisions are final.

Weather, health & authority

  • The organizer may delay, shorten, reschedule or adjust matches for weather or safety. If play stops after one half, the score stands; earlier stoppages may be rescheduled or decided by penalties.
  • Players are responsible for fitness and medical costs. Teams must bring adequate water, use shade and follow first-aid and safety directions.
  • The referee controls the match, and organizer decisions on eligibility, scheduling, discipline and competition administration are final.
  • Every team must leave its bench and spectator area clean.

Waiver & Consent

Representative acknowledgment

A separate signed player waiver is required for every player. This team-level acknowledgment does not replace any individual waiver required by the organizer.

Assumption of Risk, Release, Media Consent and Conduct Agreement

Soccer and related tournament activities involve risks including collision, falls, physical contact, sprains, fractures, concussion, illness, heat exposure, weather conditions, serious injury, disability, death and other foreseeable or unforeseen circumstances. The team representative acknowledges these risks and confirms that each listed participant is voluntarily participating and is responsible for determining whether they are physically fit and medically able to play.

To the fullest extent permitted by law, the representative, for the team and only to the extent legally authorized by each participant, releases and holds harmless Himalaya Baltimore FC, its officers, directors, volunteers, referees, organizers, sponsors, venue owners and agents (“Released Parties”) from claims arising from ordinary negligence connected with tournament participation. This release does not apply where prohibited by law, including gross negligence or intentional misconduct.

The representative authorizes tournament personnel to seek reasonable emergency medical assistance when a participant cannot provide consent and acknowledges that the participant is responsible for related medical expenses. The Released Parties are not responsible for lost, stolen or damaged personal property. The representative also confirms that the tournament rules and conduct requirements have been shared with the full team.

The representative authorizes the organizer to review each player’s approved government identification solely for age, identity and eligibility verification and confirms that every player will present the required identification and organizer-issued band at each match.

Registration is submitted securely after the representative reviews the complete roster, rules and waiver acknowledgment.
